A Place on the
National Agenda
The importance of quantum computing
not just to business but also to national
security is reflected in numerous
national initiatives to develop quantum
computing capabilities.
US: The National Quantum Initiative
Act committed $1.2 billion in funding to
promote quantum information science
over an initial five-year period. It called
for the establishment of a program of
research, development, and setting
of standards; the creation of the
National Quantum Coordination Office;
investment in exploratory research
and new research and engineering
centers; and the training of scientists
and engineers in quantum information
science.
China: The government is building
a National Laboratory for Quantum
Information Sciences in Hefei, reportedly
investing as much as $10 billion in
the effort. China has launched a
dedicated quantum communications
satellite that demonstrated the world's
first intercontinental secured video
conference, between Beijing and Vienna.
EU: The European Union's Quantum
Technologies Flagship, bringing together
research centers, industry, and public
funding agencies, is a large-scale
initiative funded at the 1 billion € level
over ten years. The goal is to consolidate
and expand European scientific
leadership and excellence in this area,
to kick-start a competitive European
industry in quantum technologies, and to
make Europe a dynamic and attractive
region for innovative research, business
and investments in this field.

scratch. These companies will be ready for the
shift from " emergent " to " classically impractical, "
says Honeywell's Uttley, a " binary moment "
not too far in the future and one that prepared
companies will be able to take advantage
of immediately.
Given the potential impact of quantum
computing, " large enterprises cannot simply wait
until quantum computers are available, " says
Baidu's Duan. " That would be too late, as they
need to develop their specialized applications
and software interface, all of which will require a
highly skilled [workforce]. "
So what can you
do now?
Network. To understand the state of quantum
computing today, begin making contacts and
developing connections by joining existing
consortia on the national, local, or industry level.
Alternatively, you can bring the network to
you. Professor Awschalom of the University of
Chicago advises companies to hold quantumrelated
workshops with outside experts with
whom they can discuss the potential impact of
quantum applications on their business. You can
also bring in an outside perspective by funding
PhD students working on a topic relevant to
your industry.
BBVA, the Spain-based multinational bank that
has experimented with quantum computing for
portfolio optimization and other tasks, began
by developing its own external network. Its
partners, which provide differing sets of skills and
expertise, include the Spanish National Research
Council, the startups Zapata Computing and
Multiverse, the technology firm Fujitsu, and the
consulting firm Accenture. Working with others
helps you to " understand the potential impact
of quantum computing [on your business] over
the next 5 years, " says Carlos Kuchkovsky, global
head of research and patents at BBVA.
