they get it?)
Some of the items on the CIOs’ wish list are what you might
expect, while others come as a bit of a surprise. For example,
although the survey respondents’ most frequently cited
request of top management is a willingness to treat the CIO
as a business leader, most of the respondents don’t view
their companies’ end customers as a key stakeholder.
Although reducing operating expenditures is cited as an
important objective – it ranked higher than reducing risk –
only one respondent defines himself by his ability to
successfully cut costs. (See the exhibit “Asking the CIO.”)
Taken together, CIOs’ answers to the question “What Do
CIOs Want?” shine a light on their changing role – and offer
insights about how they can proactively help shape that
transformation.

The Reincarnate CIO
In the previous issue of CIO Straight Talk
(www.straighttalkonline.com/issue1/), we featured the
“Reincarnate CIO” – thtat is, the highly evolved IT professional whose enlightened understanding of the CIO role is in
harmony with a business and technology environment that is
itself in the process of transformation.
Among other characteristics, the Reincarnate CIO is one who
• Focuses as much on business as on technology, as much
on strategy as on operations.
• Is as accountable to the CEO and business unit heads (who
he works with to shape business strategy) as he is to the
COO and the CFO (who he works with to increase opera-

tional efficiency and contain costs).
• Views IT more as a transformer than an enabler of the
business.
• Develops capabilities that open up a career path extending
beyond the IT function.
In talking to customers and other IT professionals, we
repeatedly hear that CIOs need to move toward this kind of
higher-level definition of their job if they are to remain
relevant players in the business. The traditional CIO role
needs to evolve, and CIOs need to evolve with it. The reason
is clear: Trends such as outsourcing, software-as-a-service,
consumerization of IT and cloud computing have expropriated many traditional corporate IT tasks.
One way to think about this professional transformation is to
consider the different leadership roles a CIO can play. (See the
exhibit “Evolution of the CIO Role.”) A CIO’s metamorphosis from operations leader to technology leader to innovation
leader and finally to business leader is a function of various
defining elements: the objectives that he is guided by, the part
of the business that he focuses on, the initiatives that he undertakes. Most CIOs today are moving along this spectrum, not
giving up their previous roles but shifting the emphasis of
their position. Few, though, have reached the point of being
influential business leaders in their organizations.
It may be stating the obvious to say that information technology is woven into the fabric of nearly every business these
days. (Or as one survey respondent commented, “There are
no IT projects, only business projects.”) But sometimes
